DECLARING THE TWENTY THIRD DAY OF JULY OF EVERY YEAR AS “MABINI DAY” AND A SPECIAL PUBLIC HOLIDAY FOR THE PROVINCE OF BATANGAS AND THE CITIES THEREIN FOR THE CURRENT YEAR.

WHEREAS, Wednesday, July 23, 1975, marks the 111th birthday of Apolinario Mabini, popularly known as the “Sublime Paralytic” whose ideals and principles in life are now the nation’s treasured legacy; and

WHEREAS, the people of Batangas, his birthplace, desire to celebrate his natal day with fitting ceremonies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the twenty-third day of July of every year as “Mabini Day” and Wednesday, July 23, 1975, a special public holiday in the Province of Batangas and the cities therein.
