MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1461, July 11, 1975 ] AUTHORIZING THE QUEZON CITY YOUTH DEVELOPMENT FOUNDATION, INC. TO CONDUCT A FUND RAISING CAMPAIGN DURING THE PERIOD JULY 15 TO DECEMBER 15, 1975. WHEREAS, quite a number of juvenile delinquents detained at the Quezon City Jail, have for lack of space, to mix with the adult offenders; WHEREAS, there is an urgent need for an intensive campaign to rehabilitate our juvenile delinquents and to raise funds for the construction of a home for them so as to house them separately from the adult offenders and improve their living conditions; NOW, THEREFORE, I, ROBERTO V. REYES, Acting Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Quezon City Youth Development Foundation, Inc. to conduct a fund raising campaign during the period from July 15 to December 15, 1975. I call upon all citizens and residents of the Greater Manila Area, irrespective of race and creed, to support the campaign by giving generously of their means to alleviate the miserable plight of our misguided youth.
