MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1413, April 8, 1975 ] ESTABLISHING A RESERVATION FOR THE PURPOSE OF THE EXPLORATION, DEVELOPMENT, EXPLOITATION AND UTILIZATION OF GEOTHERMAL ENERGY, NATURAL GAS AND METHANE GAS, A PARCEL OF LAND IN THE PROVINCE OF NEGROS ORIENTAL, ISLAND OF NEGROS, PHILIPPINES. WHEREAS, under Republic Act No. 5092, the Government reserves the right to undertake the exploration for, tapping, or utilization of geothermal energy, natural gas or methane gas either by itself or through its instrumentalities, or through competent persons qualified to undertake such work as independent contractor or contractors; WHEREAS, Government instrumentalities have located and are still conducting exploration work in a geothermal area in Negros Oriental with the object of utilizing its energy for power generation and other industrial uses; WHEREAS, it is to the interest of the State that the land covered by the exploration work and the surrounding areas be reserved for this purpose; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, upon recommendation of the Secretary of Natural Resources, and to implement the provisions of Section 5, Republic Act No. 5092, hereby set apart, subject to the payment of just compensation of actual improvements made pursuant to existing rights, as reservation under the administration of the National Power Corporation for the purpose of developing, exploiting, and utilizing geothermal energy, a parcel of land in the province of Negros Oriental, Island of Negros, Philippines, more particularly described and bounded, as follows: Beginning at a point “A”, whose geographic position is 9º-03?-00' north latitude and 123º-00?-00' east longitude, located at the Municipality of Siaton, Negros Oriental; Thence, due north to point “B”, whose geographic position is 9º-30?-00' north latitude and 123º-00?-00' east longitude, located at the Municipality of Tanjay, Negros Oriental; Thence, due east to point “C”, whose geographic locations is 9º-30?-00' north latitude and 123º-11?-00' east longitude, also located at the Municipality of Tanjay, Negros Oriental; Thence, southward along a shoreline to point “A”, which is the point of beginning, containing an approximate area of One Hundred Thirty-three Thousand (133,000) hectares.1aшphi1 IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
