[ Proclamation No. 1410, April 7, 1975 ]

AUTHORIZING THE NATIONAL YOUTH COUNCIL PHILIPPINES TO CONDUCT AN EDUCATIONAL, MEMBERSHIP AND FUND DRIVE FROM APRIL 1 TO SEPTEMBER 30, 1975

WHEREAS, there is a need for the Filipinos and their Asian neighbors to know and learn more of the varied cultures of Asia;

WHEREAS, it is the goal of the government to foster understanding and goodwill not only among Asians but also with the rest of the world;

WHEREAS, it is most beneficial and urgent that endeavors by our youth towards the upliftment of their own interest and welfare be encouraged, promoted and recognized; and

WHEREAS, the Government fully endorses and supports the holding in Manila of the First Asian Youth Cultural Festival, otherwise known as “Kulturasya” in December 1975;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the National Youth Council Philippines to conduct an educational, membership and fund campaign during the period from April to September 30, 1975, for the purpose of raising funds for the First Asian Youth Cultural Festival, otherwise known as “KULTURASYA,” and to finance its various charitable, educational, civic and benevolent activities.

I call upon all citizens, professionals, military establishments, business and economic sectors, local governments, institutions of learning and such other groups, whether Filipinos or aliens, to contribute their share in this noble undertaking.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
