MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1400, March 16, 1975 ] DECLARING THE PERIOD FROM MARCH 16 TO 22, 1975, AS NATIONAL HUMAN SETTLEMENTS WEEK. WHEREAS, human settlements development is a primary concern of the New Society’s program to improve the quality of life and promote the happiness and wellbeing of the Filipino people; WHEREAS, in March 1975, three major events in the country’s human settlements development are going to take place in the Philippines, to wit: the first human settlements seminar sponsored by the private sector through the Chamber of Real Estate Builders Associations (CREBA); a regional workshop on human settlements for ASEAN and the Eastern Regional Organization for Planning and Housing (EAROPH) 5th Congress/Manila Forum officially sponsored by the Philippine Government through the Task Force on Human Settlements and the Philippine Institute of Environmental Planners, to bring together 300 of the leading human settlements planners in the Asia-Pacific Region; WHEREAS, these gatherings testify to the leadership and serious efforts being undertaken by the New Society to contribute to the worldwide efforts in human settlements planning and development; and WHEREAS, it is desirable that human settlements program and development be given public attention and concern; NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby proclaim the period from March 16 to 22, 1975, as Human Settlements Week. I take this occasion to welcome foreign human settlements planners and decision makers who will attend the various human settlements seminars, workshops and congress and I call upon all Filipinos concerned to support and participate actively in the human settlements activities scheduled during the week.
