AMENDING PROCLAMATION NO. 983 DATED MARCH 9, 1972, BY RESERVING FOR ADDITIONAL RESETTLEMENT PURPOSES OF THE RESIDENTS OF PANTABANGAN, NUEVA ECIJA, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF PANTABANGAN, PROVINCE OF NUEVA ECIJA

WHEREAS, Proclamation No. 983, dated March 9, 1972, by the President of the Philippines, reserves for resettlement purposes of the residents of Pantabangan, who will be displaced by reservoir inundation, certain parcel of land of the public domain situated in the municipalities of Bongabon and Pantabangan, Province of Nueva Ecija; Maria Aurora, Sub-province of Aurora; and Dupax, Province of Nueva Vizcaya;

WHEREAS, within the areas reserved in Maria Aurora, Sub-province of Aurora, and Dupax, Province of Nueva Vizcaya, there are cultural minorities who have already developed substantial areas and whose rights have to be duly protected;

WHEREAS, in the interest of the development of Palayan City which has territorial jurisdiction over the parcel of land known as the Bongabon Stock Farm and identified as Parcel “E” in Proclamation No. 983 the area to be allocated therein for the resettlement of the people of Pantabangan has been reduced from 2,102.9117 hectares more or less to about 1,100 hectares only; and

WHEREAS, on account of the foregoing reasons and the fact that additional families living in remote areas within the future reservoir have been identified as also requiring resettlement, there is a need for amending Proclamation No. 983;

NOW, THEREFORE, upon recommendation of the Secretary of Agriculture and Natural Resources and by virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby amend Proclamation No. 983 dated March 9, 1972, as to include as additional resettlement area for persons affected by the Pantabangan Dam, Parcel “F” as follows:

PARCEL “F”

A parcel of land embraced under Bureau of Forestry Land Classification Project No. 36-H, Province of Nueva Ecija, situated in the Municipality of Pantabangan, Province of Nueva Ecija, island of Luzon, bounded on the North by Block I Lot B Project No. 36-G (Proposed) Alienable or Disposable, on the East by Block A-Timber-land, Project No. 36-F, L.C. 2342, on the South by the municipal boundary of Pantabangan and Rizal, Nueva Ecija and by Block II, Alienable or Disposable, of Project No. 10-C, L.C. 1695, Province of Nueva Ecija, and on the West by the Rizal Pantabangan Road and Blocks V, and XIV, Project No. 36-A, Alienable or Disposable, Province of Nueva Ecija, beginning at the point marked “1” on the plan at the junction of the Manduplas Creek and Awitan River,

thence follow Awitan River downstream on a general NW direction with a straight distance of about 240 meters to point 2;

thence follow Awitan River downstream on a general SW direction, with a straight distance of about 680 meters to point 3 which is identical to FZ/1 of PLA No. 518 of Pedro Limos, Pantabangan, Nueva Ecija;

thence follow the forest zone line on a general South direction to points 4, 5, and 6 which are identical to FZ corner numbers 17, 16 and 15 of PLA No. 518 (Amd.) of Pedro Limos;

thence follow the forest zone line on a South and then West direction to point 7 which is identical to FZ/15 T.L. Block A, Project No. 36-F;

thence follow the forest zone line on a NE direction to point 8;

thence follow the forest zone line on a NE direction to points 9, 10 and 11 which are identical to FZ corner numbers 17, 18 and 19 of Project No. 36-A, Block XIV A and D of Pantabangan;

thence follow the LC line NE, NW and then SE direction of Domalbo Creek with a straight distance of about 580 meters to point 12;

thence follow Domalbo Creek in a general SE direction downstream with a straight distance of about 420 meters to point 13;

thence follow Domalbo Creek downstream in a SE and then SW direction through a straight distance of about 530 meters to point 14;

thence follow the Awitan River downstream in a SW direction with a straight distance of about 350 meters to points 15, 16, 17, 18, 19 and 20, which are identical to FZ corner numbers 20-25, Project No. 36-A block XIV, A and D, Pantabangan, Nueva Ecija;

thence follow the forest zone to point 21;

thence follow a due North direction through a straight distance of about 350 meters to point 22; on concrete bridge;

thence follow Pantabangan Road in a general NE direction with a straight distance of about 130 meters to points 23 to 36 which are identical to LC corner numbers 30 to 17 of Lot A, Project No. 36-H (Proposed), Municipality of Pantabangan, Province of Nueva Ecija;

thence to points 37 to 70 which are identical to FZ corner numbers 145 to 112 of Project No. 36-G alienable or disposable, Pantabangan, Nueva Ecija;

Containing an approximate area of 3,015 hectares.

Provided, That after the settlers are transferred to the resettlement sites, all the areas included herein, as well as those in Parcels “A”, “B”, “C” and “E” described in Proclamation No. 983, dated March 9, 1972, shall be jointly administered by the National Irrigation Administration and the Department of Agrarian Reform over separate specific areas to be defined in a memorandum of agreement between the two agencies.1aшphi1
