AMENDING PROCLAMATION NO. 479 DATED OCTOBER 23, 1968, BY DESIGNATING THE FIRST WEEK OF DECEMBER OF EVERY YEAR AS RETARDED CHILDREN’S WEEK

WHEREAS, the third week of November of every year has been designated Retarded Children’s Week under Proclamation No. 479 dated October 23, 1968;

WHEREAS, the second week of December 14 to 18, 1974, has been designated Handicapped Week;

WHEREAS, mental retardation and physical handicap are closely related disabilities; and

WHEREAS, greater public awareness and understanding of mentally retarded children will be effected if Retarded Children’s Week is observed a week before the Handicapped Week;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby amend Proclamation No. 479 dated October 23, 1968, and declare the first week of December of every year as Retarded Children’s Week.1aшphi1
