[ Proclamation No. 1321, September 24, 1974 ]

DECLARING THE PERIOD SEPTEMBER 22 TO 28, 1974, AS “URBAN WELFARE WEEK” IN THE PRESENT METROPOLITAN MANILA URBAN AREA AND ENJOINING THE LOCAL GOVERNMENTS WITHIN THE SAID AREA TO PROJECT THEIR WELFARE ACTIVITIES AND PROJECTS TO THE PUBLIC AS AN INITIAL STEP IN THE COUNTRY’S URBAN DEVELOPMENT PLAN

WHEREAS, any rural development program in order to be an effective instrument for national development should be complemented by an urban development plan;

WHEREAS, the Philippines has reached that stage in development when it is now necessary to think of an urban development plan in the Metropolitan Manila area;

WHEREAS, the need for effective social welfare is most felt in the Metropolitan Manila area considering its 4.7 million inhabitants; and

WHEREAS, there is an urgent need to chart some strategies of social welfare policy and action that will have significant impact on the building of the New Society;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the period from September 22 to 28, 1974, as “Urban Welfare Week” in the Metropolitan Manila area and enjoin the local governments within the said geographical area to project their welfare activities and projects to the public as an initial step in the country’s urban development plan.
