MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1310, August 28, 1974 ] REPEALING PROCLAMATION NO. 899, SERIES OF 1971, OF THE PRESIDENT OF THE PHILIPPINES WHEREAS, Proclamation No. 899, series of 1971, of the President of the Philippines withdrew from sale or settlement the parcel of land mentioned therein and reserved it for quarry site purposes under the administration of the Bureau of Public Works, subject to private rights, if there be any, to future survey, and to its reversion to the Foreign Trade Zone after the mountains are levelled; WHEREAS, Presidential Decree No. 66, promulgated on November 20, 1972, granted to the Export Processing Zone Authority the absolute ownership of, among others, the parcel of land mentioned and described in Proclamation No. 899, Series of 1971; WHEREAS, the reservation for quarry site purposes of the parcel of land mentioned and described in Proclamation No. 899, Series of 1971, and the administration thereof by the Bureau of Public Works, in effect, qualifies the right of the Export Processing Zone Authority to the absolute ownership of the said parcel of land, contrary to the intent of Presidential Decree No. 66; WHEREAS, Proclamation No. 899, Series of 1971, has been rendered inapplicable by Presidential Decree No. 66; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby repeal Proclamation No. 899, Series of 1971, and declare that the parcel of land mentioned therein be considered reverted in absolute ownership to the Export Processing Zone Authority as of November 20, 1972. The Bureau of Public Works shall pay to the Export Processing Zone Authority the nominal sum of one (1) peso for all quarry resources extracted by it from the said parcel of land from November 20, 1972 up to the date of this Proclamation.
