[ Proclamation No. 1267, May 27, 1974 ]

DECLARING JUNE 16 AND EVERY THIRD SUNDAY OF JUNE THEREAFTER AS “ALAY-LAKAD PARA SA KABATAAN DAY.”

WHEREAS, the development of youth is a worldwide concern which needs priority attention particularly in developing countries like the Philippines;

WHEREAS, out of the 39 million current population of the Philippines, 11.5 million are youth from seven to 24 years of age;

WHEREAS, the high percentage of the youth population shows that the Philippines has a tremendous reservoir of human resources that needs to be mobilized for development; and

WHEREAS, the public and private sectors are committed to the promotion of the well-being of our youth to enable them to assist in implementing meaningful changes under the New Society;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare June 16, 1974 and every third Sunday of June thereafter as “Alay-Lakad Para sa Kabataan Day.” I enjoin all public and private agencies and organizations engaged in youth development to maximize their efforts to help create a society that attains the full economic and social development of our youth, particularly the disadvantaged, and to support “Alay-Lakad Para sa Kabataan” in every way possible so as to make the effort more lasting and meaningful.
