DESIGNATING THE PERIOD FROM APRIL 1 TO DECEMBER 31, 1974, FOR THE 1974 NATIONAL-MEMBERSHIP REHABILITATION AND FUND CAMPAIGN OF THE FRIENDS OF THE NATIONAL MENTAL HOSPITAL, INC. (FNMH).

WHEREAS, good mental rehabilitation program is essential in enabling recovered patients to adjust to over-changing conditions, situations and to contribute to the task of nation-building;

WHEREAS, the Friends of the National Mental Hospital, Inc. realizing the value and importance of rehabilitating mentally ill patients, is deeply involved in the preventive curative and rehabilitative aspects of mental illness;

WHEREAS, the association needs more members in the movement and funds to broaden the scope of its preventive and rehabilitative projects;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of his Excellency, President of the Philippines, do hereby designate the period from April 1 to December 31, 1974, as the period for the 1974 National Membership, Rehabilitation and Fund Campaign of the Friends of the National Mental Hospital, Inc. I call upon all government officials, employees, citizens and residents to assist in this campaign and to give it their wholehearted support.
