AUTHORIZING THE SPECIAL CHILD ASSOCIATION OF CEBU, INC. TO CONDUCT A CAMPAIGN FOR PURPOSES OF A NATIONAL RAFFLE FOR THE BENEFIT OF THE PUPILS OF ST. MARTIN DE PORRES SCHOOL FROM MAY 1 TO AUGUST 31, 1974.

WHEREAS, the Special Child Association of Cebu, Inc., which is a non-stock, non-profit organization registered with the Securities and Exchange Commission, owns and manages St. Martin de Porres School for mentally retarded and hearing impaired children;

WHEREAS, it is the only school of its kind outside of Manila and the only residential school for this kind of children in the Philippines;

WHEREAS, in order to carry out the worthy objectives of the Association, it needs the support and cooperation of the public;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Special Child Association of Cebu, Inc., to conduct a campaign during the period from May 1 to August 31, 1974, for purposes of the national raffle to be held for the sole benefit of the pupils of St. Martin de Porres School. I enjoin all citizens and residents of the Philippines, irrespective of nationality, race or creed, to assist generously in this humanitarian endeavor.
