[ Proclamation No. 1241, February 25, 1974 ]

DESIGNATING THE PERIOD FROM APRIL 1 TO DECEMBER 31, 1974 AS THE PERIOD FOR THE NATIONAL MEMBERSHIP AND EDUCATIONAL FUND CAMPAIGN OF THE PHILIPPINE MENTAL HEALTH ASSOCIATION, INC. (PMHA).

WHEREAS, the task of national building rests on the mutual cooperation of men and women in the undertaking of socio-economic development;

WHEREAS, in order to obtain the most productive results, this undertaking must be conducted in the most rational and coordinated manner;

WHEREAS, this is possible only through the interaction of phychologically and mentally stable personalities;

WHEREAS, mental health is further essential in the development of the New Filipino personality by enabling people to adjust to existing situations;

WHEREAS, the Philippine Mental Health Association, Inc., during its two decades of existence has demonstrated the value and importance of its services in the promotion and development of mental health and in the preventive, curative and rehabilitative aspects of mental illness;

WHEREAS, it is a proven fact with more members enrolled and with more funds collected, the movement will have greater and wider outreach in its campaign for mental health;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby designate the period from April 1 to December 31, 1974, as the .period for the 1974 National Membership and Educational .Fund Campaign of the Philippine Mental Health Association. I call upon all government officials, employees, citizens and residents to assist in this campaign and to give it their wholehearted support.
