PROCLAMATION OF MUSLIM HOLIDAYS AND OFFICE HOURS FOR MUSLIMS DURING THE MONTH OF RAHMADAN IN IMPLEMENTATION OF PRESIDENTIAL DECREE NO. 291 AS AMENDED BY PRESIDENTIAL DECREE NO. 322 FOR THE YEAR 1974.

Upon recommendation of the Islamic Directorate of the Philippines and the Muslim community in pursuance of Section 4, Presidential Decree No. 291 as amended, and in implementation of the provisions of said decree, as amended, Now, therefore, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution of the Philippines as Commander-in-Chief of all the Armed Forces of the Philippines and pursuant to Proclamation No. 1081 dated September 21, 1972 and General Order No. 1 dated September 22, 1972, as amended, do hereby proclaim as legal holidays the following Muslim Holidays:

1. Amon Jaded which falls on the 1st day of Maharram 1394 corresponding to the 24th day of January 1974;

2. Ashura which falls on the 10th day of Muharram 1394 corresponding to the 2nd day of February 1971;

3. Mauledan Nabi (Birthday of Prophet Mohammad P. B. U. H.) which falls on the 12th day of Rabii’ul Awwal 1394 corresponding to the 4th day of April 1974;

4. Lailatul Izra Wal Miraj (Ascension) which falls on the 27th day of Rajjab 1394 corresponding to the 15th day of August 1974;

5. Ei’d-Ul-Fitr (Hariraya Puasa) which falls on the 1st day of Shawwal 1394, the 17th day of October 1974;

6. Eid-Ul-Adha (Hariraya Hajj) which falls on the 10th day of Zulhijah 1394 corresponding to the 24th day of December 1971;

In addition, I further order that:

1. All department heads shall implement the provisions of Presidential Decree 291 as amended in their respective departments excusing all Muslim employees from work, provided, that all government offices, bureaus, agencies and instrumentalities in the provinces of Sulu, Tawi-Tawi, Davao del Norte. Davao Oriental, Davao del Sur, South Cotabato, North Cotabato, Palawan, Maguindanao, Sultan Kudarat, Lanao del Sur, Lanao del Norte, Zamboanga del Sur and Basilan; and in the cities of Cagayan de Oro, Marawi City, Iligan City, Zamboanga City, Basilan City, Cotabato City, Davao City and General Santos City shall observe the herein legal holidays in accordance with law.

2. All Governors and City Mayors of the provinces and cities enumerated herein shall implement the provisions of Presidential Decree 291, as amended and this proclamation, and observe the Muslim holidays as Philippine legal holidays in accordance with law.

3. All private corporations, offices, agencies entities or establishments operating within the provinces and cities enumerated herein shall observe the legal holidays as proclaimed, provided, however, that all Muslim employees working outside of the Muslim provinces and cities shall be excused from work during the observance of the Muslim holidays as recognized by law without diminution or loss of salary or wages during said period in accordance with Section 5 of Presidential Decree 291, as Amended.

In pursuance with Section 3 of Presidential Decree No. 291 as amended, I further order that:

1. During the fasting season on the month of Rahmadan, corresponding to September 17 to October 16, 1974, all Muslim employees in the national government, government-owned or controlled corporations, provinces, cities, municipalities and other instrumentalities shall observe office hours from seven-thirty in the morning (7:30 a.m.) to three-thirty in the afternoon (3:30 p.m.) without lunch break or coffee breaks, and that there shall be no diminution of salary or wages, provided, that the employee who is not fasting is not entitled to the benefit of this provisions.
