BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 1219, January 9, 1974 ]

DECLARING JANUARY 17 OF EVERY YEAR AS CONSTITUTION DAY.

WHEREAS, on January 17, 1973, the new Constitution proposed by the 1971 Constitutional Convention was ratified by a majority of the members of the Barangays (Citizens Assemblies) throughout the Philippines, and officially declared as such pursuant to Proclamation No. 1102 on the same date;

WHEREAS, by this sovereign act of the Filipino people, a new Charter came into force embodying the aspirations of our people, and making possible the establishment of a New Society;

WHEREAS, it is necessary to inculcate in the minds of the citizens of the Philippines — especially upon the youth — the great principles and sound precepts ordained in the Constitution, to the end that the sense of dignity and national consciousness may ever be alive in their hearts, and that they may be accustomed to the rules and practice of democracy for upon the fulfillment of these purposes depend the maintenance of national sovereignty and the success of the government established for the progress and well-being of the people;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the 17th day of January of every year as Constitution Day, for due and fitting observance throughout the country, particularly in all schools and institutions of learning.

Proclamation No. 36 dated February 7, 1936 is hereby revoked.
