EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 423, DATED JULY 12, 1957, WHICH ESTABLISHED THE FORT ANDRES BONIFACIO MILITARY RESERVATION SITUATED IN THE MUNICIPALITIES OF PASIG, TAGUIG AND PARAÑAQUE, PROVINCE OF RIZAL AND PASAY CITY, A CERTAIN PORTION OF THE LAND EMBRACED THEREIN SITUATED IN THE BARRIO OF BICUTAN, MUNICIPALITY OF TAGUIG AND RESERVING THE SAME AS SITE OF THE MANILA TECHNICAL INSTITUTE UNDER THE ADMINISTRATION OF THE SECRETARY OF EDUCATION AND CULTURE
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby exclude from the operation of Proclamation No. 423 dated July 12, 1957, which established the Fort Andres Bonifacio Military Reservation, situated in the municipalities of Pasig, Taguig and Parañaque, Province of Rizal, and Pasay City, a certain portion of the land embraced therein situated in the Barrio of Bicutan, Municipality of Taguig, and reserve the same as site of the Manila Technical Institute under the administration of the Secretary of Education and Culture, subject to private rights, if any there be, and to the condition that the area shall automatically revert to military control when no longer needed for the purpose stated, which portion is more particularly described as follows: acd

A parcel of land (Lot 3-B-2-A-1) of the subdivision plan (LRC) Psd- being a portion of Lot 3-B-2-B (LRC) Psd-49521 situated in the Barrio of Bicutan, Municipality of Taguig, Province of Rizal. Bounded on the NE, along lines 4-5, by military reservation, on the SE by the proposed tenement site, on the SW by Philippine National Railways and on the NW by military reservation.
Beginning at a point marked “1” on the attached Sketch Plan being S. 59 deg. 13’E., 4345.10 m. from BLLM No. 1 of Maricaban, Pasay,
