MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1157, July 3, 1973 ] PROCLAIMING THE APPROVAL AND ADOPTION OF THE FOUR-YEAR DEVELOPMENT PLAN FOR FISCAL YEARS 1974-1977 AND REQUIRING COMPLIANCE AND ADHERENCE TO THE OBJECTIVES, POLICIES AND STRATEGIES EMBODIED THEREIN. WHEREAS, the National Economic and Development Authority has prepared and recommended a Four-Year Development Plan covering the fiscal years 1974-1977, inclusive; and WHEREAS, the said Four-Year Development Plan specifies objectives and targets, and provides a set of coordinated policies and strategies for achieving and accelerating national economic growth and development; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, do hereby proclaim the approval and adoption of the Four-Year Development Plan aforesaid.1aшphi1 All heads of departments, chiefs of bureaus, offices, agencies and instrumentalities of the national government, as well as all local government officials, and all management officers and members of the boards of government-owned or controlled corporations are hereby instructed, directed and ordered to gear their development plans, programs and activities towards contributing to the attainment of the objectives, policies and strategies embodied in the Plan as approved, including approved charges thereof. The National Economic and Development Authority, is hereby directed to give the Plan the widest dissemination possible to both the public and private sector, and to furnish such available data, information and assistance as will insure adherence to and coordination with the objectives, policies and strategies contained in the Plan. To this end, the National Economic and Development Authority is hereby authorized and empowered to issue such directives, circulars or memoranda to any or all government offices and instrumentalities, including government-owned or controlled corporations, and local governments, requiring their cooperation and compliance with respect to any ail matters designed to implement the Plan. The private sector is hereby enjoined to take full cognizance of the Plan and to fully cooperate in the attainment of the goals and objectives contained in it by gearing their programs and activities to those contained therein.
