DECLARING THE PERIOD FROM MAY 20 TO 26, 1973, AND EVERY FOURTH WEEK OF MAY EACH YEAR AS MANPOWER TRAINING AND DEVELOPMENT WEEK
WHEREAS, the social development goals of the New Society includes as one of its objectives the development of the manpower potentials of the country towards full employment;
WHEREAS, manpower development is not only an objective of social development but also a requisite for national economic development;
WHEREAS, the development of our manpower resources is a joint responsibility of both the government and private sectors; and
WHEREAS, the Philippine Society for Training and Development is organizing the First Annual Convention for Training and Development on May 24-26, 1973, which is designed to bring to the fore the importance of human resources development and to focus current and future trends on HRD-related activities and programs;
NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the period from May 20 to 26, 1973, and every fourth week of May thereafter as “Manpower Training and Development Week” in order to create an awareness of the role and impact of human resources development in nation-building.1aшphi1
I urge the participation by both the public sector, particularly those offices and agencies involved in manpower development, and the private sector-industries, business establishments, educational institutions, training and development organizations in undertaking appropriate activities during the “Manpower Training and Development Week” in order to promote and highlight manpower development programs.
I also authorize the Philippine Society for Training and Development to spearhead and coordinate with the appropriate agencies in the observance of the Week.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
