MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 997, April 13, 1972 ] AUTHORIZING THE NARCOTICS FOUNDATION OF THE PHILIPPINES, INC., TO CONDUCT A NATIONWIDE EDUCATIONAL, MEMBERSHIP AND FUND CAMPAIGN DURING THE PERIOD FROM MAY 1 TO DECEMBER 31, 1972. WHEREAS, drug addiction has reached such a serious proportion that it becomes the abiding concern of the Government, as well as civic-minded citizens and the more fortunate sectors of society, to fight the menace so as to preserve the health and welfare of our youth, the future mainstay of the Philippines; and WHEREAS, the Narcotics Foundation of the Philippines, Inc., a private non-profit organization dedicated to supplement the efforts of the Government in the treatment, rehabilitation and after-care services of drug addicts, who are mostly school boys and girls in the prime of their youth, needs public support for its rehabilitation projects; NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Narcotics Foundation of the Philippines, Inc., to conduct a nationwide educational, membership and fund drive during the period from May 1 to December 31, 1972, and do further declare the week of July 24 to July 30 as “DRUG DEPENDENCE WEEK” in order to dramatize the vital importance of our common fight against the insidious evils of drug addiction. I call upon all sectors of society, particularly the Church, all parents, the schools, the medical profession, all media of communication, and the entire community to observe “DRUG DEPENDENCE WEEK”. I also call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in rekindling the hopes and aspirations of youth, who, due to drug addiction, are being deprived of their roles as useful citizens.1aшphi1 IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
