DECLARING FRIDAY, SEPTEMBER 3, 1971, AS a SPECIAL PUBLIC HOLIDAY IN THE CITY OF IRIGA.

WHEREAS, Friday, September 3, 1971, marks the charter anniversary of the City of Iriga; and

WHEREAS, the residents of the city should be afforded the opportunity to commemorate the event with appropriate ceremonies;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Friday, September 3, 1971, as a special public holiday in Iriga City.
