DECLARING FRIDAY, SEPTEMBER 3, 1971, AS a SPECIAL PUBLIC HOLIDAY IN OLONGAPO CITY.

WHEREAS, the 3rd of September marks the charter anniversary of Olongapo City; and

WHEREAS, the people of Olongapo City should be given full opportunity to celebrate its charter anniversary with fitting ceremonies;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Monday, September 3, 1971, as a special public holiday in the City of Olongapo.
