LIFTING THE SUSPENSION OF THE PRIVILEGE OF THE WRIT OF HABEAS CORPUS IN CERTAIN AREAS OF LUZON AND THE WHOLE OF VISAYAS.

WHEREAS, Proclamation No. 889, promulgated on August 21, 1971, as amended by Proclamation No. 889-A, promulgated on August 30, 1971, suspended the privilege of the writ of habeas corpus in certain cases throughout the country;

WHEREAS, on the basis of careful evaluation of periodic assessments from the Armed Forces of the Philippines and other national intelligence agencies, confirmed by the latest reports from Armed Forces of the Philippines field commanders, the condition of Communist insurgency and subversion which posed a clear and present danger to public safety and to the security of the State and impelled the suspension of the privilege of the writ of habeas corpus throughout the country has now substantially eased in certain areas so as to warrant the lifting thereof in those places;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby lift the suspension of the privilege of the writ of habeas corpus in the following areas of the country:
