DECLARING MONDAY, AUGUST 9, 1971, AS a SPECIAL PUBLIC HOLIDAY IN ILOCOS NORTE AND LAOAG CITY.

WHEREAS, the ninth day of August, is the birthday of the late Governor Roque B. Ablan, an outstanding resistance leader of the occupation; and

WHEREAS, it is fitting and proper that the people of Ilocos Norte, his birthplace, should be given full opportunity to celebrate his birthday;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Monday, August 9, 1971, as a special public holiday in the province of Ilocos Norte and in the City of Laoag.
