DECLARING THURSDAY, JULY 22, 1971, AS a SPECIAL PUBLIC HOLIDAY IN BATANGAS PROVINCE, BATANGAS CITY AND LIPA CITY.

WHEREAS, Thursday, July 22, 1971, marks the birthday anniversary of Apolinario Mabini, the Sublime Paralytic, whose ideals and principles in life are now the nation’s treasured legacy; and

WHEREAS, the people of his province should be given the opportunity to celebrate his birth anniversary with appropriate ceremonies;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Thursday, July 22, 1971, as a special public holiday in Batangas province, Batangas City and Lipa City.
