DECLARING a PERIOD OF NATIONAL MOURNING OVER THE DEATH OF CARLOS P. GARCIA, FORMER PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES AND PRESIDENT OF THE 1971 CONSTITUTIONAL CONVENTION.

WHEREAS, the death of Carlos P. Garcia, former President of the Republic of the Philippines and President of the 1971 Constitutional Convention, is a great loss to our people and has caused deep sorrow among them;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim a period of national mourning of one month beginning June 15, 1971 for our beloved former President. During this period, flags of all government buildings and installations throughout the country shall be flown at half mast.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
