DECLARING MONDAY, MAY 17, 1971, AS a SPECIAL PUBLIC HOLIDAY IN ILAGAN, ISABELA.

WHEREAS, Monday, May 17, 1971, marks the centenary of the birth of the late Don Pascual Paguirigan, outstanding former governor and representative of the province of Isabela; and

WHEREAS, the people of Ilagan, the town of his birth should draw inspiration from Don Pascual’s humble beginnings, perseverance and dedication to the service of his constituents, for which he was fondly called the “Grand Old Man of Isabela”;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare May 17, 1971, as a special public holiday in Ilagan, Isabela, to enable the residents of that town to celebrate the centenary of the birth of the late Don Pascual Paguirigan with appropriate ceremonies.
