DECLARING 1971 AS SOCIAL ACTION YEAR AND THE PERIOD FROM MARCH 1 TO SEPTEMBER 30, 1971, AS MEMBERSHIP AND FUND CAMPAIGN PERIOD OF THE COUNCIL OF WELFARE AGENCIES.

WHEREAS, social action is an imperative to our national development now and in the decade of the seventies;

WHEREAS, the Council of Welfare Agencies, which hosted the XVth International Conference on Social Welfare, is implementing the strategies for social development; and

WHEREAS, the Council’s programs for the promotion of social well-being, health, housing, self-help, utilization of human resources for community development and citizenship participation in sound social objectives deserve the support of the public;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby proclaim the year 1971 as Social Action Year and declare March 1 to September 30, 1971, as the membership and fund campaign period of the Council of Welfare Agencies.

I call upon all citizens and residents of this country to make Social Action Year meaningful and the campaign for membership and funds of the Council of Welfare Agencies successful by giving generously of their means, time and efforts.1aшphi1
