DECLARING WEDNESDAY, MARCH 31, 1971, AS a SPECIAL PUBLIC HOLIDAY IN THE PROVINCES OF LEYTE AND SOUTHERN LEYTE AND IN THE CITIES OF ORMOC AND TACLOBAN.

WHEREAS, Wednesday, March 31, 1971, marks the 450th anniversary of the first Holy Mass in the Philippines held at Limasawa Island, off the mainland of Leyte; and

WHEREAS, at least the people of Leyte should be given full opportunity to celebrate this milestone in the conversion of our people to Christianity;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Wednesday, March 31, 1971, as a special public holiday in the provinces of Leyte and Southern Leyte and in the cities of Ormoc and Tacloban.
