DECLARING THURSDAY, FEBRUARY 18, 1971, AS a SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF NORTHERN SAMAR.

WHEREAS, the charter anniversary of the province of Northern Samar falls on February 18, 1971; and

WHEREAS, the people of the province should be given opportunity to observe the occasion with appropriate ceremonies;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Thursday, February 18, 1971, as a special public holiday in the province of Northern Samar.
