By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Monday, November 9, 1970, as a special public holiday to enable personnel of government offices and private firms to go home to their respective provinces and exercise their right of suffrage.
