DECLARING FRIDAY, OCTOBER 23, 1970, AS SPECIAL PUBLIC HOLIDAY IN THE MUNICIPALITY OF BADOC, ILOCOS NORTE.

WHEREAS, Friday, the 113th birthday anniversary of Juan Luna, patriot and first internationally renowned Filipino painter, falls on October 23, 1970;

WHEREAS, his works of art served to introduce Filipino culture to other peoples of the world; and

WHEREAS, the people of Badoc, Ilocos Norte, his birthplace, should be afforded an opportunity to celebrate the event with fitting ceremonies;

NOW, THEREFORE, I, ROBERTO V. REYES, Acting Executive Secretary, by order of his Excellency, FERDINAND E. MARCOS, President of the Philippines, in recognition of Juan Luna’s noble and patriotic services to the country, do hereby declare Friday, October 23, 1970, as a special public holiday in the municipality of Badoc, province of Ilocos Norte.
