DECLARING NOVEMBER 1970 TO NOVEMBER 1971 AS CONSTITUTIONAL REFORM YEAR

WHEREAS, in November, 1970, the Filipino people will elect delegates to the Convention that will seek to make the Constitution more responsive to the needs of the times and alive to the imperatives of change and progress; and

WHEREAS, the election of delegates and the amendment of the organic law should be the concern of every citizen of this country;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by-law, do hereby declare the period from November 1970 to November 1971 as Constitutional Reform Year. I enjoin all citizens of this country to involve themselves in this historic undertaking of re-writing our fundamental law by workng for the success of the Constitutional Convention and expressing the views and sentiments which they feel should be considered in framing a Constitution that shall embody the highest aspirations of our people.
