DECLARING SATURDAY, OCTOBER 31, 1970, AS A SPECIAL PUBLIC HOLIDAY IN DUMANGAS, ILOILO.

WHEREAS, Saturday, October 31, 1970, marks the centenary of the birth of the late Colonel Quintin Salas, one of the outstanding revolutionary leaders during our struggle for freedom against the Spaniards and Americans; and

WHEREAS, the people of Dumangas, Iloilo, his birthplace, should be given full opportunity to pay homage to their renowned compatriot;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of his Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Saturday, October 31, 1970, as a special public holiday in Dumangas, Iloilo.
