DECLARING THURSDAY, JULY 23, 1970, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF BATANGAS AND IN THE CITIES OF BATANGAS, AND LIPA.

WHEREAS, Thursday, July 23, 1970, marks the birthday of Apolinario Mabini, the Sublime Paralytic, whose ideals and principles in life are now the nation’s treasured legacy; and

WHEREAS, the people of his province should be given the opportunity to celebrate his birth anniversary with appropriate ceremonies;

NOW, THEREFORE, I ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby declare Thursday, July 23, 1970, as a special public holiday in the Province of Batangas and in the cities of Batangas and Lipa.1aшphi1
