[ Proclamation No. 665, March 12, 1970 ]

DECLARING 1970 AS SOCIAL WELFARE YEAR AND THE PERIOD FROM MARCH 1 TO AUGUST 31, 1970, AS MEMBERSHIP AND FUND CAMPAIGN PERIOD OF THE COUNCIL OF WELFARE AGENCIES.

WHEREAS, the Council of Welfare Agencies Inc. will host the XVth International Conference on Social Welfare in Manila in 1970, and which/will be attended by delegates all over the world;

WHEREFORE, the Philippines has been chosen as venue for this Conference because of its growing influence in the field of international social work;

WHEREAS, this Conference will focus attention on the new strategies for social development and the role of social welfare; and

WHEREAS, as an imperative to our national development, there is now more than ever an urgent need for social action for the decade of the seventies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby proclaim the year 1970 as Social Welfare Year and declare March 1 to August 31, 1970, as membership and fund campaign period of the Council of Welfare Agencies. I call upon all segments of society, including all government and non-governmental agencies, the industrial, commercial and agricultural sectors and all citizens and residents of this country to make Social Welfare Year meaningful and productive of results and to help actively in the campaign for members and funds of the Council of the Welfare Agencies by giving generously of their means, time and efforts.1aшphi1
