[ Proclamation No. 652, February 12, 1970 ]

DECLARING FEBRUARY 15 TO APRIL 16, 1970, AS THE PERIOD FOR A NATIONAL FUND CAMPAIGN FOR EDUCATIONAL AND OTHER YOUTH WELFARE PURPOSES.

WHEREAS, there is a growing concern and participation on the part of the youth in the affairs, development and welfare of the country; and

WHEREAS, in their endeavors, the youth need encouragement from the public and private sectors in the form of financial and moral support for educational and other youth welfare purposes;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the authority vested in me by law, do hereby declare the period from February 15 to April 16, 1970, as the period for the national fund campaign for educational and other youth welfare purposes under the auspices of a committee to be composed of representatives from the five largest national student organizations in the country. I call upon all residents of the country, irrespective of nationality, race or creed, to assist in this endeavor by giving generously of their means and to actively support the campaign.
