EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 423, DATED JULY 12, 1957, WHICH ESTABLISHED THE FORT ANDRES BONIFACIO MILITARY RESERVATION SITUATED IN THE MUNICIPALITIES OF PASIG, TAGUIG AND PARAÑAQUE, PROVINCE OF RIZAL AND PASAY CITY, A CERTAIN PORTION OF THE LAND EMBRACED THEREIN SITUATED IN THE BARRIO OF BICUTAN, MUNICIPALITY OF TAGUIG AND RESERVING THE SAME AS MANPOWER SKILLS CENTER UNDER THE ADMINISTRATION OF THE NATIONAL MANPOWER & YOUTH COUNCIL.
By virtue of the powers vested in me by law, I FERDINAND E. MARCOS, President of the Philippines, do hereby exclude from the operation of Proclamation No. 423 dated July 12, 1957, which established the Fort Andres Bonifacio Military Reservation, situated in the municipalities of Pasig, Taguig and Parañaque, Province of Rizal, and Pasay City, a certain portion of the land embraced therein situated in the Barrio of Bicutan, Municipality of Taguig, and reserve the same for Manpower Skills Development Center purposes under the administration of the National Manpower & Youth Council, subject to private rights, if any there be, and to future survey, which portion is more particularly described as follows:

Bounded on the SW, along lines 1-2-3, by Lot 3-B-1-A of plan Bsd-11810; on the NW, and NE, along lines 3-4-5, by Lot 3-B-1-B-2 of plan (LRC) Psd-_______: and on the S., along line 5-1, by Lot 3-B-1-A of plan Bsd-11810. Beginning at a point marked “1” on the attached Sketch Plan, being S. 51 deg. 31 min. E., 7010.96 meters from B.L.L.M. 1, Maricaban, Pasay,

thence N. 16 deg. 07 min. W., 41.84 meters to point 3;
thence N. 72 deg. 51 min. E., 267.75 meters to point 4;
thence S. 16 deg. 07 min. E., 426.56 meters to point 5;
thence N. 85 deg. 22 min. W., 286.45 meters to point of
