[ Proclamation No. 627, November 9, 1969 ]

POSTPONING THE HOLDING OF THE REGULAR ELECTIONS IN MAGSAYSAY, LANAO DEL NORTE, SCHEDULED FOR NOVEMBER 11, 1969, AND FIXING THE LAST DAY FOR THE REGISTRATION OF QUALIFIED VOTERS THEREIN.

WHEREAS, the Commission on Elections under Resolution No. 682 promulgated on November 7, 1969, declared the registry of precinct books in the seven precincts of Magsaysay, Lanao del Norte, null and void, as there is statistical improbability, with no statisfactory explanation offered, for the increase in the number of registered voters from 1,174 in the 1967 election to 6,003 for this 1969 elections, representing an increase of registered voters for 1969 of more than 500%, so that the Commission is of the opinion that the preparation of the 1969 lists is vitiated by fraud, forgery, multiple registrations, etc.; and

WHEREAS, it is essential and important that the bona fide and qualified voters in said municipality be afforded the opportunity to exercise their right to vote;

NOW THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, and upon recommendation of the Commission on Elections, and pursuant to the provisions of Sections 8 and 9 of the Revised Election Code, do hereby postpone the holding of the regular elections scheduled for November 11, 1969, in Magsaysay, Lanao del Norte, to November 22. 1969, and likewise hereby fix November 15, 1969, as the last day for the registration of qualified voters in said municipality.
