MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 620, October 13, 1969 ] DECLARING THE PERIOD FROM OCTOBER 1, 1969 TO OCTOBER 1, 1970, AS MEMBERSHIP PROMOTIONAL DRIVE YEAR OF THE GOVERNMENT EMPLOYEES FUNDS AND INVESTMENT CORPORATION (GEFIC). WHEREAS, there is paramount need to inculcate the habit of savings in every income-earning Filipino for his own interest and that of the country as a whole; WHEREAS, the Government Employees Funds and Investment Corporation (GEFIC), an investment project sponsored by the Kapisanan Ng Mga Kawani ng Pamahalaan, has been organized in response to that paramount need with the avowed purpose and objective of harnessing the savings of public workers and channeling them into productive enterprises and investments for their own benefit and for the country’s further economic development; and WHEREAS, the GEFIC is to be operated on the basis of sound business principles with the involvement of the Development Bank of the Philippines and other private agencies with ample expertise and experienced in investment fields; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from October 1, 1969, to October 1, 1970 as Membership Promotional Drive Year of the Government Employees Funds and Investment (GEFIC) Promotional Drive. The drive shall be under the auspices of the Development Bank of the Philippines and the Kapisanan Ng Mga Kawani ng Pamahalaan, the Philippine Public School Teachers Association, the Philippine Government Employees Association, Confederation of Unions in Government Corporations, the Confederation of Government Employees Organizations, the Enlisted men and Personnel Association of the Armed Forces of the Philippines.1aшphi1 I call upon all public officials and employees, and the Filipino people, including government entities, to extend their unstinted support and cooperation to the Membership Promotional Drive so that the novel objectives of this project may be a success.
