DECLARING SEPTEMBER 1 TO 7 EVERY YEAR AS SOCIAL WELFARE WEEK.

WHEREAS, the nation faces far-reaching social and economic changes due to population and other pressures and technological advances;

WHEREAS, traditional institutions and approaches cannot fully cope with the problems brought about by these changes;

WHEREAS, efforts at social development must go hand in hand with efforts at economic development coupled with social justice for full human development and national progress; and

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from September 1 to 7 of every year commencing in 1969, as SOCIAL WELFARE WEEK. I call upon all social workers and others engaged in social-economic development to redouble their efforts to create a society that attains the full economic and social development of our people* I call upon all citizens to support this effort in every way possible and to celebrate the Week in ways most appropriate to the occasion.1aшphi1
