DECLARING SEPTEMBER 8TH OF EVERY YEAR

AS NATIONAL LITERACY DAY

WHEREAS, the Republic of the Philippines made a standing commitment during the World Congress of Ministers of Education held at Teheran in 1965 to help in the worldwide movement to eradicate illiteracy;

WHEREAS, according to the 1960 Population Census of the Philippines, 28% of our adult population is still illiterate and deprived of the benefits of formal education;

WHEREAS, illiteracy is not only a roadblock to the socioeconomic development of the country but also an unwitting instrument in the machinations of alien ideologies; and

WHEREAS, it is fitting and proper that a day be set aside each year during which our people could be reminded of the significance of functional literacy as an insurance to individual enlightenment as well as to national survival;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare September 8th of each year as National Literacy Day, and urge all governmental and non-governmental agencies, religious and civic organizations to observe the day with appropriate ceremonies with a view to galvanizing public opinion and support in our national effort to eradicate illiteracy among our people.1aшphi1
