[ Proclamation No. 517, February 11, 1969 ]

AUTHORIZING THE PANAMIN FOUNDATION, INC., TO CONDUCT A NATIONAL EDUCATIONAL AND FUND DRIVE DURING THE PERIOD FROM MARCH 1, 1969 TO FEBRUARY 28, 1970.

WHEREAS, the PANAMIN Foundation, Inc., having successfully launched and spearheaded a movement towards the amelioration of our National Minorities who comprise more than twelve percent of our national population;

WHEREAS, since its establishment, the PANAMIN Foundation, Inc., under the dynamic leadership of a group of outstanding civic-spirited citizens and residents headed by Mr. Manuel Elizalde, Jr., has achieved an extraordinary record of accomplishment, bringing much needed help into the hinterlands and remotest barrios of our country;

WHEREAS, the activities of the PANAMIN Foundation, Inc., have proven to be exceptionally effective in realizing the social welfare objectives of the Government for the benefit of our unfortunate brethren in the mountains and other isolated areas;

WHEREAS, to carry on further its humanitarian mission to a greater scope of operation, the PANAMIN Foundation, Inc., needs the financial and moral support of the public;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the authority vested in me by law, do hereby authorize the PANAMIN Foundation, Inc., to conduct a national, educational, and fund drive for a period of one year beginning March 1, 1969.

I call upon all citizens and residents of the Philippines, irrespective of nationality, race or creed, to assist in this humanitarian endeavour by giving generously of their means. I further call upon all national, provincial, city, and municipal government officials and employees, as well as on land, to actively participate in and support this meritorious fund campaign.
