AUTHORIZING THE PHILIPPINE NORMAL COLLEGE DEVELOPMENT FOUNDATION TO CONDUCT A NATIONAL MEMBERSHIP AND FUND CAMPAIGN FROM SEPTEMBER 7, 1968, TO MARCH 31, 1969.

WHEREAS, the Philippine Normal College, as the leading State institution for teacher education, is charged with the role of developing educational leaders if this country;

WHEREAS, the Philippine Normal College has very limited resources consisting of the yearly government allocation of funds and fees paid by the students; and

WHEREAS, the full development of the Philippine Normal College to enable it to maintain its role of educational leadership, is the concern not only of the government but also of the general public;

NOW, THEREFORE, I FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Normal College Development Foundation to conduct its national membership and fund campaign from September 7, 1968, to March 31m 1969. I call upon all citizens and resident of the Philippines, irrespective of nationality of creed, to give generously of their means and to actively support the campaign to help in the full development of the Philippine Normal College.
