DECLARING MONDAY, JULY 22, 1968, AS SPECIAL PUBLIC HOLIDAY IN BATANGAS AND LIPA CITY.

WHEREAS, Monday, July 22, 1968, marks the birthday of Apolinario Mabini, the Sublime Paralytic, whose ideals and principles in life are now the nation’s treasured legacy; and

WHEREAS, the people of his birthplace should be given the opportunity to remember Apolinario Mabini and celebrate his birth anniversary with appropriate ceremonies;
