[ Proclamation No. 371, March 20, 1968 ]

DECLARING MARCH 21, 1968 AS INTERNATIONAL DAY FOR THE ELIMINATION OF RACIAL DISCRIMINATION.

WHEREAS, the United Nations General Assembly adopted Resolution No. 2307 requesting all States to commemorate during the International Year for Human Rights, March 21, 1968, as International Day for the Elimination of Racial Discrimination;

WHEREAS, Member States have pledged themselves to cooperate with the United Nations by taking joint or separate action in carrying out its policies for the elimination of racial discrimination;

WHEREAS, the Philippines is deeply committed to the principles and purposes of the United Nations Charter, the Universal Declaration of Human Rights, the International Covenants on Human Rights and the International Convention on the Abolition of All Forms of Racial Discrimination; and

WHEREAS, the Constitution of the Philippines proclaims the principle of equality for all under the law;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare March 21, 1968, as International Day for the Elimination of Racial Discrimination in the Philippines and enjoin everybody to observe the Day appropriately.1aшphi1
