DECLARING A STATE OF CALAMITY IN THE PROVINCES OF ALBAY, BATANGA, BATAAN, BENGUET, CAGAYAN, CAVITE, CAMARINES SUR, CATANDUANES, IFUGAO, ILOILO, ISABELA, KALINGA-APAYAO, MT. PROVINCE, NEGROS OCCIDENTAL, LAGUNA, RIZAL SORSOGON, ZAMBALES, INCLUDING MANILA AND CITIES WITHIN THE AFOREMENTIONED PROVINCES.

WHEREAS, typhoon “Welming” in the early part of November last year has caused untold suffering and rendered homeless a great number of families, mostly from the low income group;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by Section 105 (v) of Republic Act No. 1937, do hereby declare that a state of calamity exists in the provinces of Albay, Batanga, Bataan, Benguet, Cagayan, Cavite, Camarines Sur, Catanduanes, Ifugao, Iloilo, Isabela, Kalinga-Apayao, Mt. Province, Negros Occidental, Laguna, Rizal Sorsogon, Zambales, including Manila and cities within the aforementioned provinces.

I enjoined all government and civic relief and welfare agencies and organizations to extend all possible assistance to flood victims and distressed individuals.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
