[ Proclamation No. 315, December 15, 1967 ]

DECLARING 1968 AS INTERNATIONAL YEAR FOR HUMAN RIGHTS AND CREATING A PHILIPPINE COMMITTEE TO UNDERTAKE PREPARATIONS FOR ITS PROPER OBSERVANCE.

WHEREAS, the United Nations General Assembly, upon the recommendation of the Human Rights Commission, adopted Resolution 2081 (XX) on December 20, 1965, declaring 1968 as International Year for Human Rights in celebration of the 20th Anniversary of the adoption of the Universal Declaration of Human Rights;

WHEREAS, the Universal Declaration of Human Rights has been the instrument of the highest importance for the protection and promotion of the rights of individuals and the furtherance of peace and friendship throughout the world;

WHEREAS, member states have pledged themselves to achieve, in cooperation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms; and

WHEREAS, the Philippines has always been and will ever be a militant champion of the cause of human rights and the fundamental freedoms, and it is but fitting and proper for our country and people to express and show their advocacy for them in more substantial adequate, and effective forms;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the year 1968 as the International Year for Human Rights and create the following Committee to undertake preparations for its proper observance:
