[ Proclamation No. 313, December 9, 1967 ]

DECLARING DECEMBER 10, 1967, AS HUMAN RIGHTS DAY AND ENCOURAGING THE APPROPRIATE OBSERVANCE THEREOF.

WHEREAS, the United Nations General Assembly adopted Resolution 423 (V) inviting all member states to adopt December 10th of each year as Human Rights Day to celebrate the proclamation of Universal Declaration of Human Rights by the General Assembly on December 10, 1948;

WHEREAS, member states have pledged themselves to achieve, in cooperation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms;

WHEREAS, the Universal Declaration of Hunan Rights has been the instrument of the highest importance for the protection of the rights of individuals and the furtherance of peace and friendship throughout the world;

WHEREAS, the Philippines has always played an active and militant role in championing the cause of human rights and the fundamental freedoms in the United Nations; and

WHEREAS, the further promotion and development of these rights and freedoms are most desirable in the interest and for the welfare of our country and people.1aшphi1

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare December 10, 1967, as Human Rights Day in the Philippines, and enjoin everybody to observe the Day appropriately.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
