[ Proclamation No. 276, October 5, 1967 ]

AUTHORIZING THE BARRIO BOOK FOUNDATION, INC. TO CONDUCT A NATIONAL FUND AND EDUCATIONAL DRIVE DURING THE PERIOD FROM OCTOBER 1 TO DECEMBER 31, 1967.

WHEREAS, thousands of Filipino school-children enrolled in Barrio High Schools are greatly handicapped by the inability to buy expensive textbooks because of poverty and sub-standard economic status;

WHEREAS, the work of Barrio High Schools is vital to the welfare of the Nation in that it contributes to the education of thousands of barrio children who, otherwise, would be unable to go to school and thus would become easy victims of juvenile delinquency which is one of the most serious problems confronting the country today;

WHEREAS, a group of civic-spirited citizens and residents of the Philippines has organized and duly incorporated a civic, non-profit organization known as the Barrio Book Foundation, Inc. which will engage in the acquisition of textbooks for barrio high schools, to be sold at exceptionally low cost to students of barrio high schools; and

WHEREAS, the meritorious mission of the Barrio Book Foundation, Inc. deserves the support of every civic-spirited citizen and resident of the Philippines;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Barrio Book Foundation, Inc. to conduct a National Fund and Educational Campaign during the period from October 1 to December 31, 1967. I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously of their means so that we may substantially assist our unfortunate fellowmen in the barrios by enabling barrio school children to acquire high school education and thus become useful citizens of the Nation. I authorize all government officials and employees, particularly treasurers of provincial, city and municipal governments, as well as public and private school officials, to accept fund-raising responsibilities for the Barrio Book Foundation, Inc.
