[ Proclamation No. 243, August 10, 1967 ]

DECLARING SEPTEMBER 8, 1967, AS NATIONAL LITERACY DAY.

WHEREAS, the Republic of the Philippines was a participant in the World Congress of Ministers of Education on the Eradication of Illiteracy, held in Teheran in September 1965, which resolved the declaration of an International Literacy Day to influence and stimulate public opinion on the eradication of illiteracy;

WHEREAS, illiteracy is not only “a curse that brings in its train bigotry and superstition, corruption, and anarchy”, but a roadblock to socio-economic development; and

WHEREAS, it is fitting and proper that the Philippines, which is 30% illiterate, sponsor a day during the year to focus attention on the need for the attainment of a high percentage of literacy;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare September 8, 1967, as National Literacy Day. I urge all governmental as well as non-governmental agencies, religious and civic organizations to support the occasion.
